Stable Traffic Light Detection

Traffic lights may be accidentally displaced, e.g., by wind, nearby construction works, etc. Frequent minor displacements of this kind would paralyze the control over traffic light violations at heavily loaded city junctions.

However, a customizable threshold shift value was introduced into the Traffic Lights module, making it insensitive to minor incidents like these to keep the control running. Bigger shifts require a manual module restart.
